PUBLIC WORKS DIRECTOR POSITION:

The Public Works Director works under the broad policy guidance and direction of the City Manager, serving as a working supervisor in duties related to planning, organizing, coordinating, controlling, and directing all phases of city-wide public works operations, including water, sewer, pressurized irrigation, building, streets, parks, and cemetery.  The Public Works Director is responsible for the day-to-day administration of the Public Works Department, and is looked to for City and departmental leadership.

ESSENTIAL FUNCTIONS:

  • Plans, organizes, directs, and coordinates daily operations including all aspects of the culinary water system, water purification, water distribution, irrigation, street construction and maintenance, fleet maintenance, storm sewer, parks, and flood channel. Determines work priorities and delegates assignments to departmental employees;
  • Directs projects and participates in the construction and maintenance of city and public works infrastructure;
  • Operates heavy equipment in the construction, maintenance, and repair of various departmental projects and sites;
  • Monitors departmental safety practices and procedures as department safety coordinator, and conducts departmental safety training to assure compliance with OSHA, UOSHA, and city safety regulations;
  • Reviews site plans and request for services and assists City Planner with setting connection fees to city utilities.  Oversees and inspects contractors’ work on new construction regarding utilities and subdivisions, and assures compliance with city ordinances and standards;
  • Serves as advisor and liaison to city manager, city council, committees and boards as needed; participates in public meetings and hearings as needed;
  • Works with City Manager to develops, organize, and facilitate comprehensive capital improvement program;
  • Assists in the preparation and development of related departmental budgets and monitors fiscal controls to assure conformity with established financial constraints; give final authorizations for major purchases and financial commitments within related departmental budgets;
  • Performs all other related duties as required.

QUALIFICATIONS:

Candidates must have graduated from high school AND had ten (10) years of experience in a comprehensive public works program; experience in the administration and management of materials and personnel necessary for the development and maintenance of public infrastructure and programs; two (2) years of which must have been in a supervisory capacity.

Additionally, candidates must have considerable knowledge in the following areas:

  • General civil engineering principles and practices;
  • Legal environment associated with public works projects, construction, and maintenance;
  • Modern methods, principles and practices of sewer, road, and street construction and maintenance and the collection and delivery of culinary water, secondary water, and waste water systems;
  • Equipment and materials used in construction and maintenance operations;
  • Current codes, standards, safety practices and principles involved in public infrastructure;
  • Principles of employee supervision.

Required knowledge, skills and proficiencies include the following:

  • Communicate effectively orally and in writing;
  • Using excellent customer service skills, establish and maintain effective working relationship with City officials, other departments and agencies, and the public;
  • Analyze a variety of financial and operating problems and develop sound recommendations for their improvement.
  • Produce timely reports of a varying nature.  This includes the ability to document employee performance effectively, including providing positive feedback and administering appropriate discipline when necessary.
  • Ability to plan, coordinate, direct and supervise personnel; interpret laws, ordinances, and regulations common to public works operations; keep operating records.

SPECIAL QUALIFICATIONS:

  • Must possess a valid Utah Class B CDL.
  • Level II and DRC in water and small lagoons.
  • Certification as Backflow Technician, preferred.

COMPENSATION:

Salary:  Current annual salary range for this position is $66,500 to $108,000 (Grade24), depending upon qualifications and experience of the selected individual.
